Data for land administration. The foundations on which all infrastructure is built

The effective and efficient administration of information about land and property are essential if there is to be sustainable development. Many countries are creating digital cadastral data bases that link information held by different central and local government agencies. This paper considers the economic and social importance of information about the tenure, value and use of land. It argues that data traditionally held in separate cadastral and land registration systems - for example in the Kadaster and the Grundbuch - should be merged with information on land use held by municipalities.

Peter Dale is a Professor at University College London where he specialises in land information management. He is also the President of the International Federation of Surveyors (FIG), a United Nations accredited nongovernmental agency that promotes the work of surveyors in sustainable development. He also works as a consultant specialising in land registration and cadastral matters, especially in countries in economic transition to a market economy.

General Format

The conference program me is structured around a number of interest areas and includes various kinds of scientific, technical and professional sessions. Each interest area is organised by a SICC, a Special Interest Conference Committee. The SlCCs have been initiated by AM/FM, EGIS and UDMS. The boards of the SlCCs are made up of representatives from all over Europe. All SlCCs will organise both regular paper sessions and short presentation sessions. Acceptance and allocation of proposed presentations is based on a review procedure. Most SlCCs will also organise technical workshops related to their field of interest. Some SlCCs will arrange demonstration sessions where the computer will be used as the presentation device. The parallel sessions will be complemented with a plenary opening session and a series of Progress Seminars. The Progress Seminars will provide delegates a concise overview of the state-of-the-art with respect to the most important aspects of geographical information handling in Europe by experts in the fields. These briefings will bring you up to date with the latest Gl developments in an efficient, effective and attractive way.

Finally, a number of technical tours will be organised by the Local Committee. A further element at the conference will be a special and separate stream of exhibitor presentations. In these commercial or technical presentations, vendors will highlight products, services and new developments. The exhibitor sessions are considered to be part of the exhibition and visitors to the exhibition are allowed to attend them free of charge.

Introduction to the Special Interest Areas

EGIS/UDMS Joint Stream:
Geographical Information Technology

SICC Board: Antonio Camara (New University of Lisbon, P, Chairperson); Wim Douven (Free University of Amsterdam, NL); Robert Laurini (Insa de Lyon, F); Maria Julia Seixas (New University of Lisbon, P)

The board of the SICC responsible for this stream is composed of representatives from EGIS and UDMS circles.
In the GI Technology stream, activities will be organized for persons with an interest in the technical and methodological aspects of geographical information software, hardware and dataware. Special emphasis will be given to new tools, methods and techniques to capture, preprocess, model and manage geographical data and to present finished geographical information products. Further, topics related to system development and system use will be covered. New computer science and microelectronics developments relevant for GI will receive special attention.

EGIS: Geographical Information and Environment

The aim of this SICC, initiated by EGIS, is to provide a forum for demonstrating current methods and for discussing new ways in which Geographical Information Systems can be used for managing environmental data, and for monitoring and modelling spatio-temporal environmental phenomena in disciplines such as geology, physical geography, soil science, agriculture, forestry, climatology, meteorology, oceanography, hydrology, terrestrial and marine ecology . . . Improved knowledge and capabilities are essential for tackling problems of land degradation, environmental quality and resource assessment at the local, national and European scales. All these disciplines are areas in which attributes of complexity, uncertainty and dynamic processes are important aspects of the problem. Typically these attributes are not well catered for in conventional GIS and related spatial databases, though there are other disciplines such as geostatistics, numerical modelling, remote sensing and spatial-temporal analysis which could be integrated with GIS to increase their applicability in the disciplines cited above.

EGIS: Geographical Information and Planning

This stream is initiated by EGIS. Persons active in GI research and development within the social and economic sciences make up the SICC board. The aim is to bring together and exchange experiences of advanced and innovative GIS-users from fields like human geography, urban and regional planning, regional and spatial economics, business/private sector environmental policy studies, demography, housing studies, epidemiology and criminology. Special attention will be given to developments with respect to spatial analysis and modelling, the study of dynamic socio-economic phenomena and the provision of meta information on GI systems and data.

This stream is initiated by UDMS. The exchange of knowledge and experiences on the implementation, application and evaluation of geographical information technology in government is the aim of the activities in this stream. Government applications cover a wide variety of Gl applications like: civil engineering and public works, physical and environmental planning and development control, housing and monuments, property valuation and tax collection, police/fire brigade/ambulance logistics, public health and information systems for citizens. Furthermore, UDMS wants to invite people interested in cadastral registration, land consolidation and topographic and technical base mapping to discuss these topics in a number of sessions. Besides attention will be paid to topics related to surveying and photogrammetry.

AM/FM: Geographical Information in Utilities, Telecom and Private Enterprise

SICC Board: Bob McMillan (Executive Director, AM/FM European Division, UK), Hans Breemersch (Star Informatics SA, B), Lyndon Jolley (Intergraph Europe Inc., NL).

This stream focuses on AM/FM's core interest, that of capitalising on Gl to obtain benefits in operational business environments. As such we look for practical solutions to current problems and examine ways of using technology to improve business processes. In particular we address the needs of the many organizations which have mature Gl Systems and have undertaken significant data capture exercises and which are concentrating on securing an equitable return on their investments.

EGIS: Education and Awareness

This stream will be organised by the fommer EGIS Education Special Interest Group, a group that has been active since 1992. The SICC is composed of an Executive Committee and a Board of National Representatives and aims at providing a forum for the exchange of ideas and experiences of people concerned with matters related to GIS education and awareness at the European level. Academic, professional and commercial training and education activities are covered. In this way, the development of GIS relevant skills and effective application of GIS technology throughout Europe can be supported. Finally, the SICC hopes to be able to promote collaborative projects at the European level related to GIS education and awareness.

Geographical Information in Austria

Austria looks back on two centuries of geographical information system based on analogue techniques. The Survey of Cadastre launched in the 1 8th century became a well known data base in Central Europe. In the 1 9th century it covered the complete Austrian Hungarian Empire and was the basis of a real estate management system. Based on this model the Bundesamt fur Eich- und Vermessungswesen (Federal Office of Metrology and Surveying) installed a digital data base of real estate and has completed a nation wide computer-aided information network.

Together with regional and local governments, universities and civil engineers, outstanding Austrian GIS activities will be presented in this session. This session will be held in German.

Demonstration Sessions

Special sessions will be devoted to the presentation of papers using the computer as the presentation device. For this, speoral video projection systems will be available for PCs, Macintosh and Unix workstations. The aim of the sessions is to give presenters the chance to demonstrate new concepts in software development or to present the results of dynamic environmental modelling in real time. Presentations using own software, special presentation packages and video will be possible.
